		<description>My understanding of this is that HMRC still haven&#039;t dealt with the underlying problem of not having the information processed timeously.  Their Interim Penalty Letter is a way of covering themselves, but the regime will remain the same in effect.  At least employers and their agents will have more of a sporting chance this way, but it doesn&#039;t impress me.</description>
